Recently, the 2023 Shanghai Artificial Intelligence Strategic Advisory Expert Committee Annual Meeting was held. Deputy Mayor Li Zheng of the Shanghai Municipal Government, Deputy Secretary-General Zhuang Mudi, and Deputy Director Zhang Ying of the Shanghai Municipal Commission of Economy and Informatization attended the meeting. Zhou Xi, Chairman and General Manager of CloudWalk Technology, was invited to participate.

During the meeting, experts exchanged views on topics such as "AI Future, Shanghai Opportunities", "AI Independent Ecosystem Construction", and "New AI Trends", actively offering suggestions for Shanghai's AI development and serving Shanghai's major AI strategic layout. Zhou Xi delivered a speech titled "Strengthening Independent Innovation and Building an AI Ecosystem".

Zhou Xi believes that ChatGPT has opened a new direction and path for AIGC. Compared to the previous focus on "perception", it is a revolutionary breakthrough in the "cognitive" aspect of artificial intelligence. CloudWalk Technology began developing pre-trained language models based on Transformer in 2018 and achieved world records on authoritative NLP benchmarks in collaboration with Shanghai Jiao Tong University, thereby developing a closed loop of perception, cognition, and decision-making technologies. Therefore, the new technological paradigm for AI in the future will be large models composed of big data, large computing power, and strong algorithms. Language large models are the first step, and multimodal large models combining vision are the development trend.

He pointed out that China's AI development path should also learn from the US national science and technology system. OpenAI focuses on long-term goals, with a team of dozens of people gathering top talents from world-renowned universities, substantial early capital investment, and unprecedented support in computing power and data from companies like Microsoft without considering short-term profits. These factors have given rise to a phenomenal AI application, which is worth learning from for domestic enterprises.

Zhou Xi emphasized that ChatGPT's comprehensive empowerment of industries has more room for imagination in China. For example, in industries such as manufacturing, finance, and automotive, combining industry big data and knowledge to become industry AI experts can professionally guide practitioners, serve customers comprehensively, assist managers in making precise decisions, and achieve human-machine collaboration in industries. CloudWalk released the industry's first human-machine collaborative operating system in 2020, achieving good results in industrial applications, and now it will have even more technical support.
Based on the above views, Zhou Xi put forward two suggestions for the construction of Shanghai's AI independent ecosystem:

01Establish a new system and form a joint innovation entity.

General large models involve the entire AI technology chain, complex data and computing engineering, and large-scale industrial ecosystems. It is difficult for a single enterprise or research institution to bear the burden and achieve breakthroughs. Leveraging the advantages of the new national system, a joint innovation entity should be established with state-owned capital holding and leading AI enterprises jointly investing, gathering top talents and advantageous resources to focus on tackling China's own large models.

02Vigorously build industry-specific large models.

General large models should play a greater role in key industries to help upgrade industry capabilities. An AI industry alliance should be formed to promote one-on-one cooperation between AI enterprises and central state-owned enterprises, building domain-specific large models based on industry data to support industry capability upgrades.

Looking ahead, CloudWalk Technology will be "in Shanghai, for Shanghai", working with many partners to build the "Shanghai highland" of artificial intelligence and contribute "Shanghai strength" to China's goal of becoming a world science and technology power in the field of AI.
