Recently, the Ministry of Industry and Information Technology (MIIT) released the "AI+Software" Special Action Implementation Plan, which calls for accelerating the cultivation of new agentic software business forms, building 100 benchmark agentic software applications in key industries by 2028, and promoting the shift in software development from "manual coding" to "human-machine collaboration," in software products from "passive response" to "active execution," and in software services from "product delivery" to "value delivery."

This policy direction echoes CloudWalk Technology's sustained exploration in the field of agentic software in recent years.

In 2026, the general-purpose AI agent platform developed by CloudWalk Technology was selected for the fourth batch of Chongqing's first-release software products. CloudWalk Technology's 2025 annual report shows that the platform pursues technological innovation in areas such as layered agent architecture, human-machine collaboration, and dynamic scheduling of multiple models, supporting artificial intelligence in achieving cross-system collaboration and continuous optimization within real business processes.

Following continuous productization iterations, the platform has now evolved further into the Xingyun Agentic OS. Designed for the operation and management needs of enterprise AI teams, it organizes models, agents, tools, knowledge, and business processes into a unified working system.

Once a person sets a goal, Xingyun can organize different Agents, Skills, models, and tools to execute collaboratively according to task requirements, and manage task status, key milestones, and results, allowing AI capabilities to gradually enter real enterprise business processes.

Around Xingyun, CloudWalk is building a three-layer product system: the bottom layer provides AI infrastructure comprising large models, the Yunqi Model Hub, computing power, training and inference platforms, trusted data spaces, and controlled training grounds; the middle layer consists of the Xingyun Agentic OS and Mofang Agent Lab, which handle agent construction, scheduling, and operation management; and the upper layer forms AI teams for scenarios such as content, marketing, R&D, and enterprise functions.

The Implementation Plan also calls for strengthening engineering technology research on agent operating frameworks, enhancing the reliable execution of complex tasks and multi-agent collaborative operation capabilities, promoting the integration and adaptation of agentic software with enterprises' existing software systems, and developing general-purpose, vertical, and industrial agentic software.

For CloudWalk, from the "general-purpose AI agent platform" being selected as a Chongqing first-release software product to the continuous evolution of the Xingyun Agentic OS, its product direction is extending from single-agent capabilities toward AI teams and enterprise-level agent operating systems.
