On September 4, Xiazhi Tianshu, the integrated artificial intelligence service platform for Tangxun Lake Science and Technology City, was officially launched.

The platform brings together computing resources, models, data, application scenarios, finance and talent to meet Jiangxia's digital economy needs. It aims to lower barriers to enterprise AI adoption and connect AI capabilities with regional industries.

Zhang Li, Vice President of CloudWalk Technology Group and General Manager of CloudWalk Wuhan, attended the launch and delivered a presentation on developing industries around AI platforms, from China's action plan for AI application service providers to CloudWalk's practice.

Zhang noted that as foundation models become more widely available, enterprises need stable computing and model services, secure and controllable training environments, and professional providers that understand their business and can deliver continuously.

A few days before the event, the Ministry of Industry and Information Technology issued a notice launching a special action to cultivate AI application service providers. It calls for at least 3,000 providers in the national resource pool by the end of 2027 and proposes resource pools, service teams, real application scenarios and first-purchase and first-use mechanisms to accelerate AI adoption at scale.

In Zhang's view, the policy sends a clear signal: a rapidly growing supply of models needs to be matched by providers that understand business requirements, organize technology and sustain delivery.

Discussing how Xiazhi Tianshu can serve enterprises, Zhang drew on CloudWalk's work in Wuhan. Building on the integrated large model training and inference center at the National Cybersecurity Base and a controlled training ground based on a trusted data space, CloudWalk is working with the China Academy of Information and Communications Technology to advance the industrial application of the national AIGC large model public service platform.

This work packages computing resources, models and Tokens into services enterprises can access. Within the service chain, the National Cybersecurity Base's Yanqing content review large model provides content safety and compliance review capabilities.

After generating content with models, enterprises can continue to identify and review risks in text, images and video, supporting safer use as model calls become part of real business workflows.

Zhang said the platform could act as a regional industry service gateway, bringing local AI companies and partners together into application service teams. These teams could select real enterprise scenarios for initial validation, then use first-purchase and first-use mechanisms to support broader adoption of mature solutions.

CloudWalk hopes to contribute its experience in AI infrastructure, content production, safety governance and industry services to the development of Jiangxia's AI application service ecosystem.

Jiangxia has a manufacturing base, university and research resources, and a broad range of industry scenarios. As Xiazhi Tianshu begins operating, computing resources, models and professional services gain a new regional gateway, allowing enterprise demand to connect more directly with service providers.

The launch is a starting point. An AI platform can help develop industries when enterprises can find its capabilities easily, use them in practice and obtain continuing value in real scenarios.
